What is PAS&RC?

Purvanchal Auto Scrap & Recycling Centre (PAS&RC), First Operational Registered Vehicle Scrapping Facility (RVSF), a state-of-the-art facility for End-of-Life Vehicles (ELV) in Eastern Uttar Pradesh and Purvanchal, situated at NH124 D, Village Narayanpur Kakrahee, Tehsil Saidpur, District Ghazipur. It’s an organized automobile recycling initiative which aims to reduce environmental footprint through its eco-friendly practices of recycling scrap vehicles. It symbolizes an effort towards creating a zero waste, zero pollution eco-system. This project is a landmark initiative under the Government of UP’s Invest UP program. Regulated and authorized by the Ministry of Road Transport & Highways and the UP-Transport Department, this project falls under the Voluntary Vehicle-Fleet Modernization Program (V-VMP). 

The Vehicle Scrappage Policy, introduced by the Ministry of Road Transport and Highways (MoRTH) in 2021, aims to promote the replacement of outdated vehicles with newer, more efficient, safer, and environment-friendly ones. The policy mandates that all those vehicles declared unfit will be categorized as End-of-Life Vehicles (ELVs). Such vehicles are required to be dismantled at authorized Registered Vehicle Scrapping Facilities (RVSFs). The policy also provides a structured framework of incentives to encourage voluntary scrapping and disincentives for continued use of old, polluting vehicles. 

Valuation of your vehicle as per Industry Best Practices. Some incentives for scrapping old vehicles and buying new ones are as follows: 

  1. Registration fee waiver as per Rule 81 of CMVR, 1989 
  2. Concession on motor vehicle tax as prescribed in the state of purchase of new vehicle 
  3. Auto OEM discount as per the discretion of auto OEM dealers
    All kind of incentives are to be given to seller who has certificate of deposit issued by us through VAHAN Portal.

Due Tax Rebates are also available in different states

We have developed a hassle-free customer handling process that is focused on providing the utmost convenience to you. 

Before you hand over your vehicle, make sure all personal belongings are removed. It is also suggested to take a photograph of your car if you have any fond memories with it. 

When you submit your ELV, we will require the following documents from owner or the authorised representative:  

  • Original registration certificate (RC)
  • PAN card of registered owner
  • KYC of registered owner (Aadhar card OR Passport OR Voter ID of registered owner)
  • Address Proof
  • Vehicle Ownership proof
  • Cancelled cheque of registered owner/Bank details with IMPS facility
  • Letter of authorisation on stamp paper for the authorised representative & identity and address proof of the authorized representative.
  • In case of inheritance, the death certificate of the registered owner accompanied with any proof of succession; 

 Other documents for vehicles scrapping may be requested on a case-to-case basis. 

When you call or submit your vehicle details on our website, we will make an initial offer based on your vehicle’s make, model, and year of manufacture, location, and condition. The final price offer is provided only after the vehicle has been physically inspected by our team. 

We pay directly to the vehicle owner via NEFT/RTGS transfer or by cheque. 

The prices vary based on the weight of the vehicle. A heavier vehicle will fetch more money when it is scrapped. 

PAS&RC will verify the registered ownership of a vehicle before accepting it. This is important to prevent any form of fraud. So, only the registered owner can offer us their vehicle. Besides, the payment is made only to the registered owner. 

PAS&RC will accept vehicle if sent with an authorised person, however authorisation stamp letter is must. Rest Certificate of Deposit (COD) & Payment will be made the registered owner digitally. 

Yes, it can be. You can donate your vehicle and we have a tie-up with an NGO called Shree VED Foundation where the proceeds from your vehicle will go. The NGO works for Child Education in rural area. The organization runs programs that support primary education for children from underprivileged backgrounds. You will be receiving an 80G certificate for the price of your vehicle from the NGO.

What will happen to my vehicle after submission to PAS&RC?

Once your vehicle is submitted, we will process it for environment-friendly recycling.  

Yes, you can. When scrapping or recycling a vehicle, it is not required that the registration certificate be valid. 

If your vehicle is in running condition, it must have a valid insurance policy. If it is not, transit insurance can be issued and will cost you. If the vehicle is towed, there will be no need for insurance. 

When you submit your vehicle for recycling, PAS&RC will provide a Certificate of Deposit (COD) digitally signed issued from VAHAN Portal mentioning the vehicle details and incentive benefits.  

On submission of your vehicle to PAS&RC, we will provide you with a Certificate of Deposit. Once vehicle is recycled completely, we will provide you with a Certificate of Vehicle Scrapping. It will have all the information about your vehicle and its date of recycling. 

The Certification of Vehicle Scrapping is issued to the vehicle owner once the vehicle has been completely recycled. You can call us to learn about the status by sharing the vehicle registration number. 

Depending on the state in which the vehicle is present, the relevant RTO norms will differ. PAS&RC will provide all help required to the customer for deregistration of vehicle from the relevant RTO. 

Once the deal is finalised, our executives will schedule the vehicle pickup at you earliest convenience. Usually, vehicle pickups happen within 48 hours. 

 Yes, we accept all types of scrap or end-of-life vehicles (ELVs). Depending on the missing parts, the price of the vehicle gets determined. 

Yes, we do accept vehicles without wheels. We have the resources to collect such vehicles. 

No, it is not necessary. If your vehicle is in running condition, you may consider dropping it at our collection facility or our executives can collect it from your provided address for pick-up. If your vehicle is not in running condition, we can tow it to our collection facility. 

Yes, we do accept damaged vehicles. Such vehicles are classified as accident End-of-Life Vehicles. You will be provided with a quote based on the degree of damage to your vehicle and its parts. 

How do I scrap my old vehicle?

You can scrap your vehicle in five simple steps:
1️⃣ Submit your vehicle details & documents.
2️⃣ We verify them electronically.
3️⃣ We arrange pickup or you drop off the vehicle.
4️⃣ Safe recycling & scrapping takes place.
5️⃣ You receive a scrappage certificate for incentives on a new vehicle.

If your vehicle is older than 15-20 years, has failed the fitness test, or is damaged beyond repair, it qualifies for scrapping. You can also voluntarily scrap your vehicle at any time.

You can start by filling out our online form or giving us a call. We will ask for details about your car, such as its make, model, year, and condition. After that, we will schedule a convenient time to pick up your vehicle and handle the recycling process for you. 

Yes, but you’ll need to provide a duplicate RC or an affidavit stating that the original RC is lost. We can guide you through the process.

If your vehicle is old and polluting, you should consider scrapping it to enjoy discounts on a new vehicle, tax exemptions, and reduced maintenance costs.

The entire process, from document verification to scrappage certificate issuance, usually takes 3-5 working days.

Will I get any benefits for scrapping my old car?

Yes! As per the National Vehicle Scrappage Policy, you may get:
Scrap value (4-6% of the vehicle’s ex-showroom price)
Road tax concession (up to 25% for private vehicles, 15% for commercial)
Registration fee waiver for the new vehicle
